How about looking at a Stack Exchange site?

A Stack Exchange site is a site based on the same technology as
StackOverflow.com.
It combines a Q and A format with wiki-like functionality in order to craft
the questions.

StackOverflow.com has made it into the top 800 sites in the world by traffic
in just over a year, and it is only targeted at programmers.

I don't know how much a Stack Exchange site would cost, but it is definitely
worth considering.
