[pp.int.general] press release on the new law in France

I finished a first draft with the information contributed by the
French pirates. Please have a look at it, check the spelling, if the
facts are correct and add something or rewrite the parts you don't
like yet. I think if we all do our best we should have a releasable
draft on Wednesday. Since the text is not long, the translations won't
take long and we should be able to release it this week.
