[pp.int.general] Lissabon treaty passed in German parliament

Today, the German parliament (Bundestag) has passed the lissabon treaty with a 
big majority. Only the left party voted against it. Another proposition, 
allowing plebiscites about EU-treaties, has been rejected. Now only the 
Bundesrat (federal council) needs to approve it on May 23th and then, the 
treaty will be ratified by Germany.
