[pp.int.general] PirateWeb demo

Some of you folks have wondered what pp.se's admin tool PirateWeb can
do. I put together a quick demo showing the menu and some brief intro text:

(It originally ran under Windows due simply due to my having more
experience with development on that platform at the time, but mostly
runs under Mono now. Some parts remain to be ported.)
