[pp.int.general] Last chance - action needed TODAY

There has been a scramble in Sweden in the past few days about this, and too
late I realized that all of us around Europe may not have noticed this
before. Will do better in the future.
I will post a link to my own response here after the deadline. (Having
carbon copy responses reduces the value of those responses.)
