In Germany we decided to create a list for the whole country which means we
need a member assembly (will be hold later this year) to set up the list of
candidates. Furthermore we need 4.000 signatures to be allowed to take part
in the elections. Since we will be collecting signatures for our
parliamentary elections at the same tim it should be possible to collect all
the signatures for both elections on time.
