That could work if the contracts were the only problem and we could simply 
pressure the ISPs to cancel the contracts. There is also this new law coming 
which could force ALL the ISPs to censor sites on the list. Even worse, the 
ISPs would be allowed to log who tries to access the blocked sites. That 
means that if the data is given to the BKA one could easily be suspected just 
because of clicking on link that leads to a site on the list. I think it's 
way more important to take action now to stop that law from being passed. 
However, there is already a site in place that lists, which ISPs already 
singed the contract (red), which are waiting for the law to come (orange), 
which are refusing to censor anything (green) and which haven't responded yet 
(grey):

As you can see even without being able to read German, there are only 2 green 
ones and one of them does not offer his service to private customers anymore.
