[pp.int.general] Pirate Party UK - restart!

Those who were there at the beginning all lost interest for unknown reasons,
and that only left Pete and myself.
Then I had a change in work circumstances that meant I couldn't donate as
much time as I would have liked... And it all sort of fizzled out from that.
I also still hold a domain for the pirate party UK.  The constitution that
we worked on is still available on google docs.
