The Russian does not want to sign the Cybercrime Treaty since it violates
their constitution by permitting foreign law enforcement agencies to conduct
Internet searches inside Russian borders, but it's worse since it's already
signed in EU and many countries:

Most people would consider this uninteresting as a PP issue, well it is not
considering this is a issue for the petition against ACTA and similar
treaties like this one so it can still be used as a argument why democracy
should never be negotiated in secret.
And Q6/17 is just another international treaty being negotiated behind
closed doors:
