How about "public domain law"? (PDL) Like all law, it has some (minor!) 
exceptions, e.g. for authors rights.

Anyone opposing the "public domain" can be condemned as greedy and egositic. 
And the "tragedy of the commons" argument? Does'n open source software 
demonstrate it is a fellacy?
