How to make sure an escrow requirement is really carried out?
Here are two possible methods:
* If the code when released is not correct and complete, that means
the publisher of the binary committed fraud, a serious crime.
* The escrow agency can verify that the code builds and produces
the proper binary, as part of accepting the source code for escrow.
Publication of the binary is valid when it says that all is in order.
Just refusing a copyright to the binaries is not enough, for the same
reasons that having the binaries go into the public domain after 5
years is not enough.
