It's a complicated matter, calling it a "disguised constitution"  
really doesn't live up to that.

Anyway, the Irish were given additional guarentees (basically telling  
them "yes, it really won't allow us to change your taxes or force you  
to legalise abortion or anything else you were told to be afraid of")  
and will have a second referendum later this year. Current polls show  
that about 55% percent of the Irish are now in favor of the treaty  
(about 40 against); probably has something to do with the economic  
crisis.

So I'm pretty sure the German constitutional court will have the last  
word. It needs to check wether the treaty is compatible with the  
German constitution.

Other than that, the Czech president has to sign it, but hasn't yet  
done so. Eventually he'll have to, he claims to wait for the Irish to  
pass it first. Then there's the Polish president, who's basically  
doing the same thing.
