This is a step in the right direction, but not sufficient if it is
limited to the NC licenses.

Many years ago, I levered a Finnish rights management organization to
accept works that carry some freedoms.  Someone wanted to publish a
work that used some words I had written -- perhaps it was the Free
Software Song -- and I insisted on this as a condition.
