It's not that they have less influence as a group (that's natural,
although there could be arguments apart from the election-theoretic
standpoint why there should be more balance); it's that each voter in
the smaller country will have less influence than their counterpart in
the larger country.
And you are absolutely right, abolishing the division into countries
would improve the equality of power distribution greatly.
