Just to make sure one thing. I would suggest that the compulsory license 
would stipulate a maximum percentage of the price in total for all 
copyrighted works used. 

Many works take in ideas from several existing works and you don't want it 
possible for somebody owing more than 100% in total for those rights 
holders.
