Contradictory points:
1. Unless strictly monitored, truck drives make too long hours and drive too
fast. Transporation is a highly competitive marginal business so they do
everything they can to cut cost. As you say, the public road safety is at
risk.
2. There has been talk about monitoring trucks for a long time, not for road
princing, but to build advanced logistics systems. Managers like to know
where trucks are. Truck drivers oppose: they can no longer visit a secret
girl friend (boy friend, for female drivers) when they are on the rtoad
without being noticed. Why does one become truck drive? Not for the money,
but for the freedom ....
