[pp.int.general] Mandelson wants crackdown on filesharing

Apparently this was at a government-sponsored forum to debate copyright 
issues; the key note speech was given by the CEO of Vivendi and looking 
through the guest speakers list, I'm not sure how they hoped to have any 
sort of fair "debate" on copyright.

PPUK are working on some form of official response at the moment.
