Yes, but it's not an exception: many of the actual italian laws were
written in that period. The Italian Penal Code was written in 1930 and
revised in some parts during the republican period, for example, and the
civil code was issued in 1942.

Unfortunately the live hand of the actual italian government is trying
its best to achieve comparable results in terms of freedom. At least
fascist laws were well written.
