This is a bout a conference mainly of economists studying patents. It is sponsored by the EPO, and usually attended by the EPO president herself. So if anyone wants to tell her that the EPO is dishonest in granting software patents, this is the opportunity.
Participation does not require a paper to be submitted. On the other hand, my experience is that the threshold is not very high. Conceivably, PP may participate. Of course, then PP should not try to be a better scientist than the scientists who are there, but tell something about itself: an exciting new movement especially concentrated on intellectual property.
During the last EPIP conference, I presented an appeal to economists to help to design patent law. Amazingly, there is still a reason to make such an appeal: economists by and large perfer to concentrate on "positivist" analysis of the existing system, and neglect the "normative" aspect. Needless to say, by default of a (useful) participation by economists, patent law in practice still is "designed" by lawyers who only make very rough assumptions on economic effects, if at all.
