I think there is a confussion between #hashtags and @users. These are two
different concepts!
A hashtag means that different users add the same tag, so it's indexable by
the searchers.
In example, take a look at http://tweetchat.com/room/ppi
Those are different users put the #ppi hashtag in their tweets.
So @ppinternational is a user, but #ppinternational is a hashtag. The second
can be used by anyone. And, since twitter is limited to 140 characters, the
hashtag should be as shorter as possible, i.e. #ppi.
