Right, except I believe there were concerns about the capacity already,
before the volcano.

Additionally, day1 of the conference has now passed, and we still don't
have statutes written. How are parties meant to discuss them, and how to
vote, if they're not published? It's a lot like the Patriot Act passing
in the US, where the text was only published/distributed the night
before, so no-one had time to digest it, and look at conflicts with
laws, or charters, etc. before they were expected to vote.
