Bulgaria leads the way in piracy in the European Union, according to Frances
Moore, director of the International Federation of Phonogram and Videogram
Producers (IFPI), broadcaster bTV reported on April 27 2010.

Moore said that since 2008, more than 100 000 jobs had been lost in the
"arts sector" in the EU. If internet piracy continues to develop at the same
rate, by 2015 about 1.2 million people would be out of work, he said.

It is estimated that as much as 60 per cent of all software in Bulgaria is
pirated.

Among the measures that need to be implemented in the country are amendments
to existing legislation. Additionally, internet providers should "police"
their clients and make sure they do not use pirated software, music and
films.

Internet providers should be issued with a warning initially, and
subsequently fined, if they fail to act.

A memorandum was signed in the Interior Ministry in Sofia on April 27 which
is aimed to combat intellectual piracy in Bulgaria. The document was signed
by Interior Minister Tsvetan Tsvetanov, the IFPI and the distributors union
of business software.
