[pp.int.general] fusions and shutdown with argentinian isps?

i found a bloomberg article about kirschner shutting down
clarin/fibertel in argentina, and didn't trust them, but

says the clarin/fibertel merger was already approved ages ago. El Pais
talks about "incumplimientos" with argentinian standards for telcos,
but that there's a large multitude of other isps for argentinians to
chose from.

anyone has more info?
