Sure you can do both but it usually kills your response time if you need to get approval from your peers.
Maybe you could have a community generating projects and something more formal for selecting which
ones each party is going to support and later on something similar for the ppi.
Andrew: you can agree or not with what they decided to do but they were pretty dynamic and adapted
pretty quickly when the ddos stopped working.

being nameless and many is certainly one way of getting some things
done, but being public and affiliated with a name, face and
organisation is another way of getting different things done.
just like with any other thing, there's not "one way" of "doing it"
and i think if you're running a political party you might have to
face the consequences of that being that of working slightly
differently from autonomous activist networks. thereby not saying
you can't do both at the same time.
