Good point! In NL there were (are?) again and again problems because the police fails to recongnise the fundamental freedom of demonstration. The "ombudsman" blamed the police for obstructing demonstrators. Demonstrators must *announce* their demonstration to the police for practical reasons - which imho is not entirely unreasonable (e.g. to prevent physical fights between opposing demonstrators). But this obligation must not be construed as a requirement to obtain *permission*! The police does not decide on human rights!
 
The biggest thread is the police. They usually have a poor understanding of law - sometimes they even believe that they are above the law!!!
