Every party can bring their own delegates.
They represent a sovereign country, and are a sovereign party.
How each party appoints their delegates, is upon themselves to decide.
Forcing them to do *anything* would violate their sovereignty.
If you like mobrule, ask your national ( German ) board to try and
violate the sovereignty of other nations their pirate party.
And appoint delegates by mobrule who make your wish come true.

The EU comparison is a logical fallacy.
PPI is non governing, and non authoritative.
