[pp.int.general] About PPI board candidate

Hello,
I am Perline (woman), from the French PP.
I would like to present me to the PPI board and I saw the "Template PPI 
board candidate" (http://int.piratenpartei.de/Template:PPI_board_candidate).

But what I don't understand is where I send my proposal.
I guess it is not public (at least because of the address, but for many 
other reasons, including that there is no proposal visible), but in fact 
I don't really understand how it works.

If somebody does and can explain me, welcome <:-)
