[pp.int.general] data retention & article 11 TEU

Hello everybody,
as you probably know the treaty of Lisbon went into effect about 4 months ago. Article 11 now gives citizens a new tool to influence EU policy:
> 4. Not less than one million citizens who are nationals of a significant number of Member States may take the initiative of inviting the European Commission, within the framework of its powers, to submit any appropriate proposal on matters where citizens consider that a legal act of the Union is required for the purpose of implementing the Treaties.
Now, I'm writing to inquire whether someone has already started to work on such an initiative, for example to fight the data retention directive.
