Early 2011 you mean, this is what is stated in the summary document. It also
says that the proposal is currently under consultation on how to make these
features operational and how to deal with a number of additional questions
not covered in the treaty:
• minimum number of EU countries signatories must come from
• minimum number of signatories per country
• minimum age of signatories
• form and wording of a citizens' initiative
• rules on collecting, verifying and authenticating signatures
• time limit for collecting signatures
• how to officially register initiatives
• rules on transparency and funding (applicable to organisers)
• possible time limit for Commission response
