A question occurs to me.

In the US, the phonorecordings used in Sita Sings the Blues are in the
public domain now.  (The songs are not.)

If the phonogram term extension goes through, will that create a new
legal prohibition on distributing/showing Sita Sings the Blues in Europe?

If so, that could be useful as an argument.
