    FSF is recommending copyleft, and this includes an obligation to share
    the source code when modified copies are distributed in binary form. So
    you can say that FSF is preaching for an obligation to share.

Copyleft licenses do not require anyone to redistribute the program.
Their requirement is that IF you redistribute, you must do so
respecting the freedom of the person you redistribute to.

With any free software license, you always have the option of
not redistributing the program at all.
