I can't answer for other countries, and their laws, but in the US, it is.

part e. would probably be applied, both to wikileaks, and potentially
the New York Times (although they no doubt will argue 1st Amendment
protections, and the fact that at the time they published (thus
violating section e) it was already available to those same people
through other channels, and thus they were only reporting on information
publicly available)
