This is the term used in Germany for a
parliamentary group - they get an office,
and a budged to run it (to hire an assistant for
example, or to organize some kind of event)

They also get more speaking time in a debate,
and there motions are handled earlier on the
agenda. Basically, if you do not have such
a status, your participation in a parliament
is limited.
