[pp.int.general] Spanish elections

In Germany, you can try to persuade the organizations that local council 
supervenes to use open software, open document standards and to publish 
data so that citizens can access it through the internet. Furthermore, 
you can try to further increase involvement of citizens in local 
decision making through small polls and such. No idea how similar Spain 
is to Germany in that regard, however.
