[pp.int.general] Spam on the wiki

I think the simplest is creating new users manually, upon request on
the mailing list. Should work as long as there are not tens of new
requests per day (not our case I am afraid:-) My favorite procedure is
a) approve all requests, and b) remove and ban spammers and trolls by
username and by IP at the first offense.
