[pp.int.general] PPI GA 2013 - Call for Hosts

All conferences have been held in Europe so far. While Europe has "the
most active pirates," there are still parties in the rest of the
world. It is therefore seen as important to have a non-European
conference so that other parties are acknowledged. The last conference
was meant to take place outside Europe, but because there were no
serious applications (Tunisia's was the only application not in
Europe, and it was not well thought out) it was held in Prague.
It would make PPI even more unpopular with non-European parties if the
conference was not held somewhere else.
