Oh, the perpetual joy of Wikipedia! Thanks so much Patrick!

So it seems the answer is Seychelles, and it turns out it is the only
country currently applying the minimum terms of the Universal Copyright
Convention (i.e. life + 25 years) and (I just learned as well) homeland of
Riversella Ltd.
