[pp.int.general] State men/women are like untouchable ghosts

Here is exactly the same, except we do not call state employees civil
servants, and the state University is open so people from all parts of the
world can came here and study. I believe there is a small fee... but not
sure about that detail.
The profesors seats last aproximately four years and then they have to
compete with other people that wants that possition.
