[pp.int.general] CoA rule loophole, please adjust

The idea is that the first CoA member to read it immediately
acknowledges reception of the complaint. Two days is for comfort, it
will probably be much faster.

I understand your point about infinite time, but I think it is distinct
from this rule. That being said, it could be easily fixed by adding at
the end of this sentence something like "and within seven days at most".
