you cannot provide neither anonymous public communication nor secure
private communication using a website. you have to publish software.

there are several projects doing this kind of thing. their biggest
advantage is: they have source code published and function in a P2P
style because webservers cannot provide what you are talking about.

same criticism applicable also to the spanish website that was mentioned.
