    So, how to make it in their short term economic interests? If solar
    panels were cheaper, then everyonew would use them as one of the major
    ways to produce electricity. Therefore we should promote solar panel
    research.

This research is useful.  However, the main way to make solar panels
cheaper now is through manufacturing scale-up.  The way to speed that
is by subsidizing purchases, plus a feed-in tariff so people with
solar panels can sell their production to the grid.

However, the basic idea that the US government operates on "US
interests" in any sense is a fallacy.  On energy issues, the US
government obeys the orders of certain businesses -- fossil fuel
companies and nuclear reactor companies.  Thus, it is not enough to
make solar power cheap.  The world needs to tell the US government,
"No cooperation on anything but human rights and humanitarian
activities, until you make real efforts to reduce global heating."
