[pp.int.general] Brazilian participation in PPI

Hi Fabricio,

I would suggest arguing that PPBR is not subordinate to PPI – that PPI  
is a forum for the Pirate Movement to share ideas and collaborate on  
projects globally, and that PPI does not hold any power over its  
members.
