[pp.int.general] CoA of PP-I: PP-CAT admission to PP-i as ordinary member

There is something disturbing in this case and it's a good starting point
for further discussion.

As Pirates my suggestion would be to avoid any nationalistic talks, we are
one and should avoid competition against each other, hence wasting our
energy we could use for higher goals.

And yes, adapt the PPI statutes so that any 'region' or 'geographical area'
can ask to become an ordinary PPI member, without overlapping any other PP
(we don't want two pirates parties compete for the same election).

As political parties we have somehow to follow the given structure of
election areas.

And please remind that although they are not the same party, they are
already many international Pirate Parties who are able to work with PP-CAT
and PP-ES.. so please, if you don't work together, it's okay, but at least
don't fight against each other.
