Some members of Brazilian Congress want to stall the voting of Marco Civil
(Brazilian internet "bill of rights"), so it happens only after ITU WCIT.
That worries me.

Brazilian Congress had in the past the tradition of only deciding national
issues like these after big international meetings deciding something
before. In the last decade that changed a lot... and Marco Civil was
supposed to be an example of Brazilian govt taking the forefront on this
issue, but things are going sour and Marco Civil is becoming a threat to
net neutrality and is creating opportunities for establishing "notice and
takedown" regulations in the future.

Unfortunately, these members of congress want to hold back, play "safe",
instead of seizing the opportunity of giving a good example to the rest of
the world and influencing things positively towards net neutrality during
ITU WCIT. Even worst than that, many members of congress are expecting net
neutrality to be "broken down" during WCIT, so they can do the same in
Brazil right after, with less risk of public retaliation.
