Yes it is the all Syrian Internet is OFF line, Anonymous and Telecomix have
alrady installed Free DialUp lines to offer modem connections.

Yesterday only a few blocks, through TaTa remained active during a few
hours but they have managed to shut them too.

You will find more info at Renesys Blog with a complete report how the
events unfolded. Syrian Gov is giving the responsbility of shutdown to
Syrian rebels, which is not credible of course.
