hi,

i dont see any reasons why someone would require such a license.

You can simply say "do want you what"-License. That will give you the
maximum permissions possible by law.
Limiting copyright holders rights is either granted by "do want you
want"-License or those rights cannot be surrendered by licenses.
E.g. in germany personality cannot be surrendered by any license, thus,
you cannot "limit" them by public license.
