Dear Tom,
PPCAT is following the rules. Francisco George is talking about
changing the rules. Although I'm not sure this change can be carried
out at this very moment.
However, if you have been following the PPI general assembly in Kazan
you will know that in principle the statutes amendment SAP-33 has been
passed so, if the conference is valid, then the situation is quite
different now. You can read the amendment in detail in the link below:
