I support Thijs' proposal.

@Jelena: Your statement has valid concerns, but does immediately raise new
questions:
1. How would you define 'disrupte elements' without allowing for abuse of
this definition? The term 'disruptive element' is as vague as the word
'terrorist' is.
2. considering that 'disruptive element' is a very vague term, are we even
willing to exclude people by certain vaguely described characteristics?

In my opinion, blocking people from these events, even when knowing that
they will disrupt the process, is something you do not want to do and opens
up a door of more abuse of this. A process has to be resilient against
this. Hiding it from people who could disrupt it is counterproductive and
feeds them with even more ammunition.
