When we published No Safe Harbor, we used very little resources. The
only thing that wasn't something we already had at the time was a backup
file host, which PPI provided. Everything else, and I do mean everything
else, was all freely available, at zero cost. I think the only actual
thing we had to pay for total, was for the proof copy from Amazon for
the paperback edition (and I'm building up the signatures from the
authors in one of them) through createspace.

But plain old e-books are pretty much zero-cost now, you've almost
certainly got every tool you need already.
