That isn't really necessary in a consensus process where people don't have
any power, but their thoughts do. It isn't like you can vote twice. But I
assume it could be useful while enforcing the "everyone gets the same
speaking time" rule.

There is a software trying to facilitate the process as I understood it:
Vilfredo goes to Athens. (Spoiler: it doesn't work when people don't want
to reach a consensus... And it doesn't facilitate the "problem description"
phase.)
